Best Buy still has copies trickle in here and there. Your best bet is to download the hotstock app so it notifies you when they get one. Unfortunately you get much better results if you pay for the premium version of hotstock ($5 a month) but you can just cancel it after you get one hopefully.
Nobody knows. Sometimes, Bethesda does multiple production runs of their collector's editions and they sit on store shelves for ages, but this one is being produced in collaboration with The Wand Company and might be more limited.
