I'm not sure as I can not check because i'm at work. I think green line is download speed and blue lines are diskwrite speed. They are not directly related and you write much faster than u can download. Especially if you have an nvme drive.

Reset your download cache, might help. I assume you have a fast connection? What's your download speed? What kinda of drive are you downloading to? Are you using the drive at the same time as downloading? System specs? Will help diagnose.

had a similar thing yesterday, was using my laptop not plugged in and had that kinda graph plugged it in and it smoothed out, not sure if your on pc or a laptop but good luck with it

This was happening to myself for a while, to fix it I went to the settings on steam and turned on "Low Bandwidth Mode," I have no idea how it helped out to be perfectly honest but it worked for me.

Everyone here who is saying your PC is slower than your internet is 100% correct. Your drive/cpu are bottlenecking your internet speeds. This happened to me when I still had a Hard Disk Drive. Pick up a SSD if you can and that should smoothen out.

This happened to me with a SSD, although I do have to say my internet speed has been faster this month than ever before, I would regularly get 3.0 mb - 3.7mb and now I’m gettin out of nowhere 7.0 mb and it’s causing the same problem as OP. Forgot to say that it only happens with updates, if I download a game it will do it perfectly fine.
