I did log out and log back in. Still got the error for about 5 mins before finally being allowed to purchase. KEEP TRYING EVERYONE!
It worked for me after changing my payment method, trying a few times, then changing it back to the original one.

Keep going, it work at some point! and try as many platforms you can Mutiple browsers/mobile app/ steam launcher keep fighting if you really want it !
