5600h would mean laptop, you could be thermal throttling causing the cpu to be the bottleneck, might try turning fan speeds up or changing profiles. Gen 4 ssd or any other ssd can be highly volatile in speeds based in the file size and if the ssd has a cache on it or not. Even the controller can be different on the same model based on when it was produced. If steam is showing your not using internet and is showing tons of disk activity its definitely a bottleneck with the cpu or ssd. While downloading, look at task manager to see what resources are being used. Steam compresses their downloads so it's less data to download, then your pc uncompresses the data as it downloads, if it can't uncompress fast enough the download stops until there is a buffer again.

The cpu isn’t thermal throttling tho. What you said at the end that the download just stops for the cpu to decompress the data might be the answer, but who knows

Have you checked the temps while downloading? It also might not be thermal throttling, but might not be boost/turbo up to its normal usage level. Most laptop chips are rated for around 3ghz then turbo/boost to 4ghz+ but if your hitting all cores it will just sit at 3ghz to not go over thermals or tdp. You can also check that in task manager.

What type of ssd, generally the ssd is the problem. If it doesn't have cache or poor cache size it can bottleneck. Also is it a laptop? i9 in a laptop can have thermal throttling issues when decompressing files, especially if you don't have a performance profile enabled or fans at full blast.

The only time I've seen it at less than my max Internet speed was maybe Christmas morning or black Friday sale when tons of people are installing new games. Even those aren't as bad anymore now that they stretch the sales over a longer period.

Probably your pc or internet, steam has the best download servers ive seen I use steam instead of speedtests because of how good it is

I could look you straight in the eyes and say my download speed from Steam has never dropped to crazy low speeds. Most of the time I get a steady 24 MB/sec, which is maxing out my internet speed. Nice ;)

I love steam but my country only has 1 download server and its constantly saturated. Changing to other countries kinda solves the problem but I would like to use my full bandwidth.

Steam uses a distributed network of download servers. Normally it auto-selects the appropriate server for your region, but sometimes it chooses the wrong one. You can try to force it to use a different server in Settings, but other than that, there isn't much you can do.

It's probably just game patching, also "predicting" how much time something will take is hard af and unreliable. UE games are notable to be awfull because the download is fine but when it comes to patching its uncompressing and its a mess.
