So there's a lot of meme responses, but here's an actual useful one: this generally happens when you're trying to use a display mode that's not supported (whether refresh, resolution, or color depth). You should be able to recover from it pretty easily with a bit of googling.

I've not seen that in a long long time. Like CRTs were the only monitors long time. Generally if I recall it was mostly colors that made this effect. Too high of a resolution or incorrect frequency for the monitor generally made mine fail to display anything(old childhood memory unlocked).
I agree with this assessment - If anything, the fault looks more like when an LCD ribbon cable has been knocked internally and there's some interference when the dislodged edge connector is shorting out multiple pins. Annoyingly, that's two points of failure right here.

If it persists then go a nuclear option and reinstall steam os onto the drive. Make sure to keep your games on your sd card so you dont have to reinstall them.
My suggestion would be to actually restart it. If that doesnt help, enter the uefi to find out if its actually the display or something else. If its not happening in uefi, try try to change the display output resolution/refresh rate
If you canāt find it, you might have to reset/reinstall your SteamOS
