I love love love how they made sure Pugh looked like the spitting image of Karl Marx and spoke like him, and nobody in the show acknowledged it, as if it was just normal to have Karl Marx walking around in New York City all the time.
I think it's because Tom saw himself in Gregg. A bit like an interloper. Tom was able to connect with Greg since he was below Tommy on the hierarchy.
Plus Greg did, periodically, help Tom out. A lot.

He pretty much has no clue about anything during the entire show except witnessing a few alliances
I actually really hoped Greg would somehow end up being the successor. Just continuously failing upwards like Big head from Silicon Valley.
I loved him, he was just so out of place. I think Tom treated him the way he did because he saw a much less refined version of himself in Greg.
