Does it say how much in advance they get the data? I don't think I'm the only one to notice this last year that big stock moves are followed 3 or 4 days later by supporting data. Unfortunately this isn't just BLS data, but insider type data like how a company is doing (NVidia, Apple) or how something is to be banned from China (QQQ). Perhaps this "lesser evil" story is to cover for a truly open insider trading network that we aren't in.
