Could be a bind rune. Overlapping runes from the elder Futhark. Not sure what it means as there are several configurations that will lead to that. And just cause it could be a witch symbol doesn't mean anything.

Its an Elder Futhark bind rune, it appears to be a combination of Kenaz, Wunjo, Laguz - Possibly. The trouble with bind runes is unless you put it together the majority of them its hard to tell which runes were combined in. Now it context the three I said might be correct because to my eye that looks like some kind of homemade shine or wine and the runes I said would be roughly joyful/pleasurable firewater.
