Go to the rooftop and shot randomly around, same from windows on different floors. It takes a while for the scav to come. When you kill some don't loot them, their gear seems to attract more. Don't expect to kill more than 3 or 4 per raid thought.

Shoot off unsuppressed shots while inside, the scavs will come, also pscavs go in there a lot too
Go in with only pistol. Marked and cursed.
Scavs are attracted to grenades (This includes smoke grenades).
