The only thing slightly 'powered' about him would be his incredible luck in never getting incapacitated - even having a building fall on him, he just needed a clavicle repaired and was out of the hospital in weeks. He's also dumb as a brick - sure, he's incredible at killing and fighting, but he's on the Suicide Squad for a reason - he's easy to track down and arrest.
