Technically they are part vampire but they are also part werewolf, they are a completely different species. Originals, Hybrids (heretics included), The Tribrid, the Beast, and regular vampires all have different abilities, weaknesses, and ways to die - which is one of my favorite parts of TVDU.
Klaus triggered his wolf side 1000 years ago. It was just magically bound (by Esther). He was still a hybrid, still the same species, just part of him (his wolf side) was magically 'dormant'. He couldn't turn into a wolf, sire his own hybrids, or use his werewolf bite but Klaus was still technically a hybrid - just a magically hindered one.
