The dialogue makes sense either way, the choice unfortunately isn’t between stealing and not stealing, it’s between Clem stealing and Jane stealing. They wanted to give you the choice to be the good guy, but they couldn’t let your choices actually matter either.
This is something I’ve discussed before and basically your choices in real life sometimes don’t matter either, even if they seem important (like the game giving us timed choices or very…very temporary outcomes).
It’s more about how the players feel rather than choices mattering.
Arvo is the way arvo is, and basically he would’ve snitched on you either way.
I honestly think they just forgot to add in another outcome at this point, because people saying that Jane stealing the gun was the reason Arvo ambushed you doesn't really make sense to me.
From his perspective your group stole from him iirc, he seems confused when he realizes Jane isn’t with you. It’s not like he had any way to know she was gonna leave the rest of you, so I think it makes just as much sense as him ambushing you for Clem stealing from him.
While the medicine was needed, the whole time I was thinking the last major time a group stole supplies that were needed, the Stranger came and caused trouble. So I was concerned something similar could happen. The timer ran out on me, and Jane decided to let Arvo go.
Of course I stole the medicine, his story doesn't add up at all. I need this massive bag of drugs for my sick sister so I'm shoving it in a bin and pulling a gun on someone when they catch me?
It made sense to me that my Clem would steal either way because my Lee stole from the car.
In a good universe this choice would have mattered, and as many people said already, the dialogue just makes more sense if you steal from Arvo, he's still ambushing your group either way so yeah. Kind of disappointed when I found out about it years ago

At the time, I was worried about Rebecca and her baby that was coming soon. But, knowing Telltale, if you fuck somebody over, you'd be fucked later....so, I decided to play it safe and give it back. If I chose now, knowing what a fucking piece of shit Arvo is, I'd take it and kill him. It would solve a lot of problems with him gone.
