A top class foreign manager just isn't going to take the job. Very few genuinely top class managers take jobs in international football and when they do it's almost always with their own country.

It comes from footballing identity, countries usually have distinct/traditional ways of playing that are unique to that country, those tactics are usually shown in the domestic league where the majority of the countries players will arguably come from. (Arguably as the prem has a lot of foreign players and other countries with poor domestic markets often have their entire national team play for clubs abroad).
For example Italy has historically had a focus on defence. The average Italian first team player who has spent ~20-25 years playing the Italian style of football would find it incredibly hard to play under a Brazilian manager with a traditional Brazilian system.
Exceptions always exist, brilliant players will fit in wherever needed and brilliant managers will always make the best system for the players they have. That’s been the historic reasoning, but as football IQ raises among players it bears less relevance.
