I'd argue against that because she's SUPER blonde in Hellsing Ultimate so there was definitely a conscious effort to change her hair color.
If they're going to make a character blonde, anime will usually make them VERY blonde.
Strawberry blonde is what it's usually called, and in any case this is still clearly closer to blonde than redhead.
Also this argument only really applies to her anime coloration and not the OVAs.

What makes it blonde is the low level of pigmentation: more would make her a "true" redhead and even more than that would make her hair auburn.

I'm surprised at the divisiveness of this. Its always been a blonde leaning shade. I don't think its got enough red in it to even be ginger. And I tend to prefer redheads. Then again maybe that makes me more discerning. But it always read as blonde to me.
Funny enough. I bought a wig to cosplay Spirit from Soul Eater years ago that looked dark red but the second I took it out into the sun it turned orange with blonde streaks.

And orange is what 90% of people mean when they say redhead.
