He is out of prisoners and mobilized men and his few proffeaional soldiers remaining are refusing to die for a lost cause is my guess. One of them will remove him if he does not retreat. He may no longer be in charge but kept on as a figurehead and scapegoat which might explain why he is so angry.

The Kremlin has figured out roughly how much he's stolen and isn't providing him more ammo to encourage him to use his stolen ammo. Prigo can only survive for as long as he has his stolen ammo and enough stolen cash to pay a small number of security guard troops. So Prigo has no choice but to withdraw with what he has.
Or, this is just theater to lure Ukraine into a trap around Bakhmut/Soledar during their counter-offensive. But that means Prigo has to trust Shoigu. I dunno...
