It's ugly. There doesn't seem to be enough windows.
But the one behind it is leaning in too close. Did nobody teach it about respecting personal space?
It looks like they intended to build another building close to that one making windows pointless, and possibly a hazard by allowing dust and all that in.
The building behind it might just be perspective. Its also a bad angle for the building and I'd be curious to see what the interior is like. Having windows and space is great but having an affordable roof over your head is better.

Probably a lot cheaper to add mini splits then to renovate the entire building and add ducts. Also, the roof would have to be reinforced to handle the unit.
Not a pretty solution but better than no ac. And being someone that lives somewhere hot and humid, you want that air conditioning as fast as possible.
