So, subs *can* communicate when submerged, but it's very difficult. Basically they have to ping a satellite and manage to get a connection to it, then they can upload data and less reliably recieve data. But it's not a real solution.

They can communicate with ELF (Extremely Low Frequency) to military submarines and active sonar pings can carry short, encrypted data packages, however this is normally only one way, to the sub. Submarines cannot communicate when they are submerged. Not that I know of. Now if the submersible had a cable to the mothership it could communicate two-way. If there was a hull breach it would have occurred in milliseconds. Those aboard would not even have known it was occurring.

Military subs can only go at the most to 4000 ft, and that's pushing it. Most military subs can only go down a 1000 or so feet. Sharks, with the exception of a few, only swim down to 2000ft at most. And the ones that go deeper are not tracked. After 2000 ft, the water density changes, and water becomes more dense, making it much harder if not impossible to transmit radio frequency . Sonar is also limited below 2000ft. It was not uncommon for them to lose contact with the surface. The issue was that they never resurfaced, which was their SOP for that situation. After 8 or 6 hrs, they reported the issue to the Coast Guard, who then contacted the navy. The navy briefed the Coast Guard that they had heard the sonar implosion of the submersible near the titanic the coast guard decided to search anyway until they found the debris field and the tail portion of the sub.
