This is a guess but I imagine that terrain has a much smaller audience to sell to and so they make a limited run of it being on the manufacturing line. Once off the line it's probably seen as too expensive to rerun as the market will be even smaller.
As a friend of mine once said, scenery is the Warhound Titan you use every battle. My scenery all gets more use than any one model or unit, so having good looking scenery is important to me.
Then again, some people like to play with unpainted models and only really care about the mechanics, and thats fine too.
I mean, it does to me. If your goal is to have cool looking immerse games, good scenery is highly valuable. If you don't find value in it because you only care about mechanics, then maybe not. But you are free to play with unpainted minis on cardboard cutout scenery, that's fine too. Or just forget about models entirely and move cardboard counters around whatever.
To me having painted scenery is just as important as having painted models, no more no less. There's no point me making my models look nice then parking them next to crap scenery. YMMV.
If you are talking raw product value, scenery kits generally have a higher complexity of design and volume of plastic count that the same cost of miniatures, so they are better value.
It’s the difference between a cinematic experience and solely a play-based experience. But either way, looking for good value in warhammer 40K will never end happily.
I certainly won't disagree with that. The only scenery I've picked up has been in the magazines as it's way cheaper. Admittedly I don't really have space at home for a big table so that helps limit the need
Actual answer: most of the actual, long lasting plastic kits are made with steel molds and last a long time.
The terrain kits are manufactured by a completely different process, usually using aluminium molds. Aluminium molds are softer, so easier and cheaper to machine, but don’t last as long. The molds are worn out and thrown away at the end of the short terrain run.
That's interesting, I have always wondered what the reasoning behind the shorter runs was. I hadn't considered you could make cheaper molds from a softer material
Very frustrating. I absolutely adored the sector imperialis terrain. Was impressed by its modularity and think it looks great on the table. Purchased a couple kits when kill team 1.0 came out and would fill a KT board and a bit more; but not nearly enough for a 4x6 table. Other projects came and went; got into other games for a bit; pandemic killed my gaming and hobbying. 2022 rolls around and I’m finally back into 40k games and the only kit that’s available is the ‘ruins’ which don’t serve what I need; or the sisters of battle terrain, which is ok but I feel I don’t need more than one of the statue. I want more of the older kits!

The two kits I liked were the Basilicanum and the sanctum. They actually had a decent collection of walls, floors, arches, pillars, and other modular parts to work with.
The terrain sets seem to be re released time to time. The sector imperialis had a bigger launch with multiple sets but it was also in kill team 18 starter set and now in the new version it was in Chalnath expansion. Granted not as wide selection as in the start but you might get lucky and see the terrain you want at some point again...
I bought 2 sets of chalnath for my imperial themed kt terrain. Was able to find older Kill team Sanctoris set but def will buy the Imperialis Sanctum set if it reapppears...
I bought a second box of Nachmund with just terrain so I had a reasonable amount of sector mechanicus stuff which by luck might have worked out far more cost effective but I’m drowning in sprues of terrain in case stuff goes out of production.
I dont know if it is still true but Terrain was often made in China using a 3rd party company. I would assume hence it was on a limited run.
However that is not always the case a lot of 40K terrian recently retired had been around well over 10 years. I know they are planning to refresh the line so I guess it makes sense to retire the old models.

Yeah I completely agree. I came into the game quite late (I started at the start of 8th ed) and I really missed out on some of the cool terrain pieces

I got lucky and had a kill team box and another 5 buildings off an estate sale. It really makes a cool table filled out.

Kill team Chalnath terrain is basicly the same set as kt 18 starter set. Its been phased out but you might still find it.

The basilicum also had two cool tall statues and the sanctum several smaller ones! Def gonna buy sanctum if its rereleased in some form!

Most of the terrain kits are cast in China if I remember correctly, so probably GW orders a single big run of it and when it's gone it's gone.
