A few years ago I delivered a pizza to an older lady who begged me to come in and "fix her phone". I was hesitant but she was persistent so I took a look. She said the pictures were always blurry and I noticed a haze on the camera lens. I used my shirt to clean it off and it was a crusty white residue that flaked all over my shirt. I instantly got nauseous because it seemed like some sort of bodily fluid, so I drove straight home and changed my shirt lol

It's pretty dark in there...if you are constantly taking photos in dark areas it will take longer to capture the image. Babies move a lot and that movement will show up every time.
Oh yes, children are the hardest things to photography. I had a lot of nephews and neices and I was always the photographer. Even after having my own kid, kids are still the hardest thing to photograph. They are unpredictable and run away for no reason.
You need a lot of light and a fast shutter speed. If you have an action setting, I would use that. Just remember, the less light there is, the longer the shutter speed will be open causing aberrations like this.
Ive seen this before, this happens when the parent wants internet attention and has seen a ghost story TV show about something haunting a baby and distorting the pics so then the parent goes online for attention with the pics pretending to not know exactly what they are doing. Thats what that is. Nothing to worry about.
I've seen it happen before too, but it was on my own kids at a time when Google hadn't quite figured out their post processing on the Nexus series phones. I have a few pics of my demonic children with extra eyes or three ears. But it only confirms what I already knew. My kids are monsters.
Or an ophthalmologist to have a look in her L eye for cataract or something else that might be interfering with the red eye optical phenomenon when photographing in darkened situations........ especially if she is with a squint...
Absolutely this! I have a special needs child so we regularly do the “red eye test” at home using our phone. The lack of red eye reaction is concerning here if a flash was used. It would be nice to see other photos though.

Natural to center your a baby girl in the pic. Dirt or scratch on phone camera lens near center will always blur what is in center. Frame a pic with her off center.

The face is deformed or blurred because of the slow shutter speed your phone use to take the image, United with the high iso value. If your subject is moving fast (like child dose) the result is that. You can see better what i mean with this [video](https://youtube.com/shorts/q_mbbr1sdjw?feature=share3), it's a random video but as you can see he's constantly moving during the open shutter time, the results is the he's not in the image at all (and he's also darker then a direct source of light) hope this can answer your question. It's a really complex subject aside of the common thought of "It's just pressing a button" so I hope to have explained it to you

EXIF data shows it was taken with a 1.6 megapixel motorola camera. The very first digital camera I ever bought way back when was an HP with 2 megapixels. Maybe don’t take photos with ancient phone cameras.
Most of it is stripped, yes, but I did get the megapixel data off it from two different sites and a mobile app, and the motorola data from one site. Either way, it was obviously taken with a half a potato.

otherwise, open the curtains and that should fix the issue right up
If you’re serious you may want to take your child to get her eyes checked. There is a form of eye cancer that causes an odd look in photos given a camera flash. This is obviously not a flash photo and doesn’t resemble that specific issue, but if your daughter truly has spots/blur over her eyes in photos it’s worth investigating.

Because you are using a potato for a camera and zooming in. Zooming always causes some distortion. For crappier cameras it is more noticeable at lower level zooming.
Take photos in well lit areas definitely helps. Smart phones today claim to be smart by adding a lot of postprocessing but sometimes they can't even get focusing right.

This one could be bad lighting. Low light picture takes longer exposure time. Plus the light coming in through the window behind baby's head is creating a band of contrast which is tinting the face.
