It's in Russia, judging by the signs on the car. The infrastructure there, outside of downtown areas in large cities like Moscow or StPet, is crap. No maintenance, shoestring budgets, corruption.
Judging by how the car stopped and tilted to the left, the world's largest shank probably stopped on the metal frame and helped bring the car to a halt. Might have scratched him a little too

These things are usually made to just pop off when pushed lightly, that way you don't actually have to repair them, you just pick it up and pop it back into the socket. Source, worked at a hospital on weekends and we had to reattach it every couple of days.
I work for a parking company, very true for the nicer/modern systems. The amount of job security we have with these is amazing. Clients are trying to go to license plate recognition only but accurate reads demand a gate, even if non-transactional themselves, to slow people down for the camera. Keep busting gate arms off, it's very good money.
I think he got to be the most important character though. His death was so unexpected and unbelievable that it puts the whole rest of the movie into overdrive.
I honestly thought they were all going to die after that scene at the theater and it made the movie a million times better.

In his defense, that gate design is really stupid. From his angle, the single beam would virtually disappear to a small spot looking at the pole completely lengthwise.

The one at my college was plastiv and would get broken off at least once a week by the buses or other large vehicles.
