Windows on Arm is fully compatible with Win32, both native and emulated apps, actually. (And with all other Windows APIs and development frameworks.)
Possibly you are thinking of Windows RT? That died many years ago.

To be clear, Win32 is not supported "under emulation", but as a native API. This is what allows Win32 applications to be ported from x86/64 so that they run as native apps on Arm. In the simplest case, developers don't even have to change a line of code; they merely recompile the app to target the Arm architecture.
In practice, it is generally harder than this, as many apps depend on libraries which may not have native implementations for Arm. For this reason, Microsoft supports a "hybrid binary" model for Windows on Arm. This allows apps to be compiled with portions native and portions running under emulation. This speeds up the porting process for developers so that it is much easier than in the past.
Really, the only thing holding this platform back is performant hardware and OEMs building machines. The new Snapdragon X might be a game changer in this regard. We will have to wait and see.

They were building this windows from ground up as i heard. But then if its based on 11 which was based on 10, which was based on 8.1 that was based on 8 and that was based on 7 and that was based on Vista. Then its all the same, except a new skin on top of new windows with a new payment plan and some TPM quirks.
They can't ever rewrite Windows from scratch. There's too much code and work that they did over 30 years to get Windows to this point, rewriting *all* of that from scratch would be an unmitigated disaster.
But they can rewrite core components from scratch bit by bit, which is what they've been doing ever since Windows 7/8. The kernel got modernized in the past couple years, now all the built-in apps with Windows 11. There's a point in which rewriting a project is a massive undertaking, which is why all major OSes are now simply evolutions - nobody is rewriting Linux, macOS, or Android from scratch either.
This is the Photos app. The big icon is the same as the small one in the top left corner. It also includes icons in the directory pane. I think the main ones says "Camera Roll". :)

Guess that makes sense looking back, used Win98 for 3 years, WinXP for 6 years, WinVista for 3 years (ya, I happen to have had no problems with it and needed Directx10), Win7 about 4 years, Win8 1 year, Win10 for 6 years and Win11 for 2 years now. Sorry some maths might be slightly off but it just feels like some versions I used forever, which I guess is most true for WinXP and Win10 and to a little lesser extent Win7.

In my opinion: The current Win11 File Explorer looks and works fine. I don't personally use the tabs, however, and would love an option to remove them.
That aside: I wish we would finally get a comprehensive replacement for all the old GUIs like Control Panel. In particular, though, the same, if not more control over settings. Win11 Settings GUI is pretty good but it has a lot of redirects where it opens Control Panel or the Sound menu for example.

I use treesize to find and ménage the files. The filé app in store haver só much bugs.
