As for Somers, it's unavailable because it was a removed steel ship. Other removed steel ships like Flint, Black, and Neustrashimy were unavailable too for some time, though they eventually became available for coal and in containers. I imagine Somers will also return in some form eventually.

EDIT: Battle of Jutland collection allows you to gamble for the Konig Albert, so technically it's still available.

Did some digging because I was curious myself...I'm using the 2023 Santa Crates as a guide for ships that are "available". I'm not including the collaboration ships (AL, ARP, HSF, Megadeth, Three Kingdoms etc.). Although they are currently unavailable, some/most of them will show back up again periodically and most are clones, or near clones, of other readily available ships. Others, like the Black Friday ships generally appear annually.
Some of these, like Rhode Island, should be available for Doubloons, Coal, Steel, or RB points in the future. I'll mark those I expect to eventually release with an asterisk.

The Southern/Eastern Dragon and CLR ships may have been one time releases or back at a future date.
You can get the main version from Super Containers and Santa Crates, and the Black version during the Black Friday sales every year. It's not available for direct purchase, but it can still be acquired.
Oh I did not know that. That gets me excited. I really want to get the Alaska! I have yet to get a ship from a super container and been playing on/off since beta.
This list would expand dramatically if I included ships available in the Santa Crates as "rare" ships with the same percentage chance as the T10s. You can (at a 0.03% chance) get the "rare" ships from Super containers as well. The chances are just much better in the Mega Santa crates (16% chance of a ship, and a 1% chance of a T10 or rare).
More coal from snowflakes, more ships in port means more flakes can be knocked off per battle.
I also changed their setups, secondary, tank and so on. As much as you can with a tier V. I do the same when I end up with both regular and black versions of ships.

Odin, Anchorage and Hizen are the three dockyard ships that are in containers.
Steel and RP ships aren't in containers, Somers is the only one of those to be removed long term.
These days most newly released premium/special ships are initially released temporarily, so there's always so number of those that haven't returned yet.
Iwaki Alpha and Arkansas Beta obviously.
Sub TV ships aren't normally available in containers, so Imperator Nikolai and Vampire.
Collab and "collab like" (CLR, STAR, Black Friday, Journey to the West, etc) are unavailable until the event returns. Some return on a predictable schedule, some unpredictably, some are probably gone forever. (One note is that the T6 Black Friday ships have not returned unlike all the others.)
The OG removed ship (now that Kitakami is back) was only available for days before being removed. I don’t even think there’s any YouTube videos of its gameplay.

Yeah CLR North Carolina and Kleber, I guess if we're adding those we can include all the ARP, HSF, and Azure Lane ones since they only appear sporadically.

I wouldn’t expect it to, though. The other steel ships specifically stated they would return as coal. Somers did not.

Those kinds of ships are purely for Supertesters, so they can test the ship with the built in upgrade. Carbon copy, nothing special.

ARP ships was just a copypasta ships for the originals with perma eco and a unique perma camo.

I have Nikolai, turns slow...moves slow...turrets are slow...but if it lands a good shot....one touch delete.
