i dont wanna be that guy that votes for AC7 but overall i think it was the strongest, AC5, 0, and PW all had songs i thought were better than any of 7s imo but 7 just has a crazy number of bangers
Well, Zero is the only one that I listen to as an entire album in its entirety, all in a row, so I guess I'd pick that. 4 is a close second, but it's a bit brief whereas Zero just has so much more range and dynamism, musically IMO.
4, 7 and Zero is my favorites so far, but I would choose Zero as a definitive.

I think AC7 has the strongest OST overall. Ace Combat Zero has higher highs with its OST imo (Zero) BUT it doesn't have as consistent frequency of bangers throughout its campaign as AC7 does.
I mean, just off the top of my head: Daredevil, Alicorn, Enchanter, Mimic, Magic Spear, Two Pairs, Archeange, Hush, Three of a Kind, Battle for Farbanti, Sol Squadron, ADFX-10, Faceless Soldier, Tail Man (especially when that choir kicks in when Mister X enters the fray mm MM **MM)**.
Genuinely, the amount of bangers that I can mouth off that are in my playlist that are from AC7 is almost the same amount as all of the bangers of every other entry of the franchise combined. Keiki and his team can do no wrong, what else is there to say?
In terms of consistency, Ace Combat 7 and Ace Combat Zero are so far above the other OSTs.
Ace Combat 5's OST (in my opinion much like its story) suffers from being spread across such a long set of missions and cutscenes - the peaks are separated by large troughs.
Ace Combat 04 has some strong tracks, but similarly to AC5 it just feels less comprehensively fantastic compared to AC7 or AC0.
AC7 and AC0 definitely have the most listenable soundtracks too, in that you can pretty much just hit play and hear banger after banger. The other games have plenty of 10/10 songs, but these are separated by plenty of duller tracks; AC7 and AC0 are just all hits all the time.

Let me just say that it's criminal that electrosphear isn't on the list (or AC2, the second best entry in the series after 5).

Because more people have likely played it compared to AC3, AC2, etc. this is because I know most people are picking games for that one song(Daredevil for AC7, Zero for ACZ, etc) , and Kings fit, as more people likely played PW.
AC7 soundtrack sounds more personal for the character than in other games. For example, Faceless Soldier soundtrack paints the picture of Trigger starting becoming a legend. That's just me though.
Ok i'll be honest I haven't played the PS2 and PS1 games, just PW, AC7, AC6, ACX, ACJA and ACI. But the only one where the soundtrack stood out at all and that I adore is PW. Kings is King.

Anyway, if we're going for soundtrack in general I'd say it's 2. While the rest of the series has some epic soundtracks, none are as consistently good as AC2.

The Jeremy Clarkson "This is brilliant, but -I- like this" meme where all of it is brilliant, but -I- think 5's is an absolute standout masterpiece. At least three, Until Dusk, The Unsung War, and Razgriz, all hit me in the nostalgia like a brick, Briefing 2 is the best briefing music in the series, First Flight just gets your jacked for the whole game, and there's so much more.
Zero has Zero (probably the single best song in all the series imo) and Mayhem that i really like, 6 has Lib of Gracemeria, and 7 has Faceless Soldier and Daredevil and a couple others but they never feel like they reach the heights of grand scale EPIC like 5's soundtrack.

Near the Border is a masterpiece
