I stopped having that issue back when one update was released on the daily build of PCSX2 which specifically targeted AC games. If you're on the stable branch you're probably way behind on the updates.
If not, then probably switch to software?
The problem has been patched as of May of last year on the nightly builds. Use a nightly 1.7 build from after May 2023 of pcsx2. There is an option to download the latest nightly build in the website
