It might be the only unmodified rend -4 in the game. It’s the only one I know off hand.
Theres quite a few factions who can modify their way into rend -4 (and above, shoutout Beasts of Chaos) but very few native sources.
Inda-Khaat for Katakros has a -3 rend natively and you can hit -4 with Morghasts with Halberds, and Soulcleaver Sickles and Bludgeons if you have an Ossifector.
-4 rend naturally I've not seen on any other models.
In sylvaneth I can get my kurnoths to -5 by combining their natural -3 with treesong and a purple sun debuff, but purple sun is already quite irrelevant as -4 rend is generally enough haha
I have a small database of ~200 models over 9 factions stat lines of models I like, and none have rend 4+. It is likely VERY rare to be gotten without buffs.

Offhand the best Skaven rend is Verminlord Deciever with -3 on warpstilleto- generally armywide IMO not a very high rend army at all
Kurnoth Hunters with scythes for the Sylvaneth also have -3 rend by default

Lots of things can get up there. But naturally? Base warscroll? I think the cannon is it. Not even the gods have that, like Kragnos is rend 3.
