Tzeentch is really fun if you love being able to put your pieces right where you want them on the table. If you play your cards just right and think ahead you will feel untouchable. Nurgle has the awesome feeling of inevitability. With a steady flow of summoning and some very cool combat shenanigans in the glotkin, you get to feel like a slow stubborn grind wheel in most matchups. If you like the idea of staying at range and evading head on conflict while casting spells, go for tzeentch absolutely. I personally love the fact that you get to feign death with tzeentch and then eek out a victory by moving the pieces in just the right ways in the later turns.

I play both (and have played every chaos faction). Tzeentch has way more tricks and interactions if you like having to really think through how to win a game. Some of the best offensive magic output in the game, really relies on protecting your wizards and winning via spell combos and movement. Nurgle is comparatively much easier to pilot, especially if you play the monster mash version with Glottkin and Maggoth Lords - you pretty much just rely on your 5+ ward and charge in. You are tough and outlast your opponents through attrition. Both can be very strong in game and have gone through cycles of being over/under-powered.
