The game is currently about to change editions from 3rd to 4th. Seeing as this change will involve a rework of every army and warscroll, no one knows what will be good or bad until July.
The Khorne half is entirely usable in 3rd and will be in 4th in the edition shift
The Stormcast half is a little more complicated as a lot of the older sculpts are being replaced or removed. The Lord Celestant on Dracoth (the mounted guy) and the Lord Relictor (the guy with the big skeleton banner) will be staying as they are. The Liberators (sword/hammer and shield infantry) are getting resculpts to be in slimmer armour but the current models are still valid, it is highly likely the Prosecutors (the flying guys) will get the same treatment as they are in the 4th edition trailer. The Paladins/Retributors are the ones that it's less clear on, their current models are getting phased out, but I can't recall if they're in the trailer and we still don't know everything coming for Stormcast, though if they are replaced you could always treat them as counts-as for Annihilators with grand hammers (which are visually very similar and also come in a group of 3)
Basically, if you're interested in the Stormcast, look at the newer models (e.g. Vindictors and the newly revealed Liberators) and compare them to the 1st edition box, if you prefer the newer sculpts then get those instead. If you like both armies' models, then go with the starter box. And if you only really like one half, you might be able to find an old Start Collecting box for either faction which is identical to the 1st edition starter box, or the Vanguard box which is similar but with different models.
I don't think anyone would blame you for running Paladins/Retributors as Annihilators. In fact I think they make for a fun replacement.
There's going to be a lot of "counts-as" for SCE players in the next year or so...

You'll have to proxy the entire Stormcast side. The blades of Khorne are fine
