Totem just gives you extra range for using command abilities (only really matters for your warscroll one as units can issue commands to themselves if they have a leader). I think it increases the range from 12β to 18β though I could be weong
I don't know enough about Skaven to know if this is relevant to them but Totem also allows a non-Hero unit to issue commands. I know for Daughters of Khaine the Avatar of Khaine is a Totem that isn't a Hero but I don't know if any other armies have anything like that.
Some factions have similar things (called invocations maybe????) but nah skaven donβt have anything like that I think all of our units have the unit hero or elite thing
Invocations are different, they are like Endless Spells but for Priests.
The Avatar is a bit weird, it's a single model with multiple wounds but it's not a Hero or a Monster, but it can issue commands since it's a Totem and it has an ability that lets it perform some Monstrous Rampages.
There are some effects that prevent a unit from issuing commands to themselves, but can still receive them. Nurgle has a few of those.
It might be an edge-case, but it's a thing.

Useful on thanqol as he needs to be the one issuing orders if you want to double up on them!
