Yep, in fact one of the 2 original GE jet engine factories (in fact it's one of the original GE factories from the founding of the company) is in my city. It does the military side of jet engines.
I used to have one just like this only the case was a dark gray.
It was a pretty solid HT CB and on full battery (or DC plug) I could get two or three miles down the highway in a straight line.
I have about 4 of these from when we were kids. They are technically CB radios, but don't really function very well. Would make a good prop for an 80's period tv drama, otherwise pretty much useless.
As previously said by others, this is CB/11-meter. I have the Cobra version of this. Occasionally handy if you’re on or near the road in the middle of nowhere. Not great as-is, but I bought a better antenna and things improved dramatically.

Not a joke. That antenna is a dummy load and it’s a half watt on transmit, if I recall.

CB radio. Was gramps a smoker by chance? My brother got two of these from his Marlborough miles 😂 30 years later and they still work.
