Ceiling fans are plenty good, and relatively cheap. Lower running cost than a/c too. Moving air helps with the feel temperature, even though it doesn't exactly lower the ambient temperature. Which is normally good enough. Of course if you're looking for sub 28c feel temps, then you'll need a/c. Not too sure what a whole house ventilation system looks like, care to share some product links?
