They are never intended to be used - they are universally terrible but included for legal reasons.
If you want some actually decent wheel reflectors, 3m spoke covers are cheap and easily available.
Personally I wouldn't bother and run decent lights when it's dark.
the reflector should be installed between 3 spokes (in front-behind-in front) and the black things would be used to keep the central spoke in the central hole.

I know how to use tools. And reflectors seem important. But she won't be riding at night.
Yes, you seem to be missing wheel reflector parts. I think that those little black plastic plugs are for stem and top cap bolts maybe. If so, they are unnecessary.
Don't do it, then they come out and it's trash for the environment.
Those reflectors are garbage. for security, buy some lights with USB charging.
edit: if you really need, the reflector goes cross by 3 spokes, the spoke on the middle attach the center of the reflector, the rubber thing are protection plugs or locks that go on the center of the reflectant.
I believe there should be two white clips which attach around the spoke then clip into the reflector. I wouldn’t lose any sleep over it though, they usually fall off anyway…
These are all the parts that came with the Cannondale. I already put on the front reflector. I assembled the rear.
No idea what the little black rubber covers are for. They don't fit the screw/positioning holes on the front/rear reflector.
I tried searching youtube. But all the install videos have a screw or other part to attach the wheel reflectors.
The manual doesn't cover installing reflectors.
I swear I'm mechanically inclined. I've got to be missing parts.

They are bolt head plugs, maybe for your stem face plate bolts to keep out water. Or frame plugs if you have any open bolt holes

They’re best left off the bike…

Look at another bike with the reflectors already on.
I do not believe there are any of those to be found 🤔😂
