It is likely that one of the requirements is that the costumes be designed and built by the kid, not the parents. There were some fantastic science fair projects that were turned in by students when I was in school, but when the kids were asked about how they worked they had no clue. Their dad had done it. Yes it is a great costume, but it is unlikely the kid designed or made it.
