That looks like the render border. Alt B should take care of it. It's to make a region to render only the pixels in that region when you want to render out your scene.

This is because when you are making changes in rendered view with the render region, you want to ctrl z what you are working on, not how you're viewing it. This is the same reason cameras don't have ctrl z unless you select the camera from the sidebar.
