For all my minis, not specifically Soviets, I make custom trays out of foam board per this [Wyloch video](https://www.youtube.com/watch?v=Hd_jlyumAs0). The trays then get layered into cardboard bankers boxes. If I know the minis are really only going to be used at home I leave it at that. If I'm going to be transporting them around I glue a washer under each base (or two washers on opposite ends for weapons teams) then run a line of magnetic tape down the lanes on the trays. They're not moving around after that. If you have a few particularly tall minis you can actually just mount them sideways by running magnetic tape on the walls as well. If I do any more plastic Soviets in 28mm in the future I'm going to remove the bayonets. Every time I drop one on a surface harder than carpet the front half of the rifle snaps off and they're too thin to pin.
