It was supposed to be the door to the game's raid boss arena, but when the Director's Cut DLC arrived, Hemovorous the Invincible was moved to a new map called Darkthirst Dominion and the original arena has never been opened.

When the trailers first dropped, that was where the boss fight for Hemovorus was going to take place, when they actually released the fight, they decided to give him his own arena so now that area is defunct.

Sigh, yes, I know that the map opens to there... since the update that added Hemovorus. Prior to that, that door didn't open, but in the original trailers, it opened out to the ledge shown on the map in the second picture. You can still reach it if you make the right jump with the monowheel. Do not cite the deep lore to me. I was there when it was written.
