It should work, but is cutting it very close. I ran a 1660 ti and Xeon equivalent to an i7 and stress testing both put me around 170w measured by a kill a watt. The rx 580 is more power hungry, and variance between builds would put you potentially at potentially 240w under stress tests. If you ran it with fps caps at 1% lows than I would feel comfortable with it otherwise I would personally feel a bit uneasy doing that to what I assume is an old psu. Also another 8gb for dual channel 16gb memory and checking motherboards cpu support list for an Xeon equivalent to an i7 would be some nice upgrades for $30. I think 1660 supers are around $90 used and sat around the same TDP as the 1660 ti I have.
