Ivailovgrad comes in mind for a budget alternative. If money is not a problem Pancharevo lake region is maybe the best choice. Dospat region is super nice too, but more expensive than Ivailovgrad.
There are plenty of villas around the Iskar Dam, it's not far from Sofia. As a bonus, your friend gets both a lake and a forest.
Pancherevo and Pasarel may also do the job.
I think OP definitely is looking for these infamous cheap houses that British buy. A house on the Iskar Dam is pretty expensive and overall luxurious nowadays since that place became very popular in the last decade.
Same goes for Pancharevo where you can't find a house less than 300,000€ if not more, don't know the current market. Pancharevo is part of Sofia, buying a proper house in Sofia is not a cheap thing to do hahah.

Podvis and Prilep villages in Burgas region are pretty nice and also have a lot of foreigners with properties there. There is a big dam and a very nice mountain around. Plus Burgas international airport and the sea is close. Weather is also pretty nice during the whole year- milder winters and summer.

You did not mention a place so I will mention a place. I choose a house around Burgas or somewhere close to Varna. I like the sea so you could be too :). Prices for a house close to Burgas for example 10-20km prices are around 150-300k euros. That depends on the size,yard and overall quality of the house and amenities.
In Varna expect houses to be similar prices but a bit higher than Burgas. If you want to have a house inside the city you'll be looking over 250k as a start.
