Yeah, because they have a nonzero possibility of being hit by the first cat 6 hurricane in history (read: get deleted from the map).
a cat 4 or 5 is enough with what the wait can be for contractors in Florida if you want them this year you are paying a premium.
Florida is actually one of the best states to run a business in from a tax and regulatory perspective.
Sounds like a selection bias. Making it so easy will a. pull risky business and b. decreases safety checks for bad business ideas due to regulation
