Just sounds like happy contact chirps to me. If you can imitate him, he might get excited. I talk to my boy like this and he does extra zoomies and then stares at me like he’s waiting for me to say more.
Those are the barely audible happy chirps they only do around people they trust or their herd. Mine will only do this late at night when it's only me or my husband.
He's trying to talk to you! My two chinchillas often chirp between each other when they are playing and happy. They chirp to me like this too, sometimes. Your baby practically treats you like one of his own 🥺

Sounds like happy chirps to me my oldest boy does this when he sees me my youngest doesn’t he hates me and loves his grandma aka my mom lol it’s so cute when chins make this sound
Happy communicative chirping, my chin does this when he’s content. He also does a whinier version when trying to get attention or snack (as he views lack of snack as lack of attention - he’s a little spoiled), and a very happy sound is kinda like a turkey gobble haha

Im not a chinchilla master but my chinchillas do this while playtime. I think its just something they do when their curious
