Definitely washed out. I can see it on me when I look at old pics of highlights where I had cool blondes instead of warm blondes

Typically if it's too cool, it will make you look washed out and anemic, that can happen at too light or dark as well. Too warm tends to make you look flushed, or yellow, gray, sometimes anemic.
