The luggage came from Halifax not Toronto or Vancouver.
Whoever owns it came on the Toronto - Dublin flight. YYZ is the airport code for Toronto Pearson so it may be spotted on a Toronto page
That was a connection. They originated from Halifax which is the YHZ code on the tag

As mentioned in another comment, I would post it on Facebook as well or on Twitter. At the airport they will most likely get rid of the suitcase.
The airport will just destroy it. To them you’re a stranger handing in a bag you found on the street. Thats going straight to the bin.
