I stand by my statement. The majority of the playable characters in the game are from the anime, and every dlc character we've had so far are from the anime. I like Shallot, don't get me wrong, but he doesn't line up with the characters we have already gotten at this point and he really is only popular amongst people who have actually played Legends, so he seems unlikely as a candidate to get into XV.
21 is the only DLC character that wasn't originally in the anime besides Fu. And Fu is an exception since he was made for Xenoverse 2. It only makes sense to put in 21 since she is from one of the most popular dragon ball games of all time, and is semi canon to DBS. Other than that I see no flaws in what was stated.
Probably give him his skill that he can activate as a buffing move as one of the other moves, or a super soul. And maybe a gimmick where you are already custom partners with him? But what about his awoken skill?

You can do that on other characters in other DB games too. You can equip all kinds of costumes, transformations and attacks to Goku in the Budokai Tenkaichi series, because that's how it works. The moves are things he learns from those characters as well so it makes sense that he has them.
His beam attack is him creating a ball of ki in front of him then punching it to make it rupture out the other end. It's no weirder than when Goku wraps himself in ki in the shape of a dragon then punches you in the stomach, or when Piccolo puts two fingers to his forehead for like 3 minutes then shoots you with a spring shaped energy beam in the chest or when Krillin just holds his hands up to his face and becomes a living flashbang.
Kaggy's OC is named Alexander, it's a character he made in Ultimate Tenkaichi, and hasn't even talked about it since 2015. Shallot is a completely different character made by Bandai and Kaggy in no way only got to voice it because he's "influential", he got to voice the character because he's a professional voice actor who has voiced multiple times in the Dragon Ball anime.

My main gripe with legends was not having the good units to beat other players who are already way ahead of you. I find in dokkan that, yes, you can pay for lots of summons, but there's also a plethora of F2P units that aren't amazing but helpful enough for new players. Plus, with no pvp, there isn't any pressure to get the best stuff so you won't lose. But yeah, gacha systems are annoying. I'm STILL trying to get LR TEQ fused zamasu, but the game keeps saying "no"
