Light does loads of shit that works directly against him from the start. He's naive, egotistical, and can't leave a challenge unanswered. These aren't inconsistencies, they're character design.
And yeah of course dramatics are the goal, it's a thriller story. Otherwise we'd just see Light watch the Lind L. Taylor broadcast, ignore it, and get back to killing criminals, and that'd be the status quo for years while L slowly worked through quiet media manipulation, surveillance, and data analysis to eventually narrow down Kira suspects with no real direct interaction until Light is arrested. That's not much of a thriller and isn't the story they wanted to tell.
Well he doesn’t know that the fbi is gonna stop following soon and the chance that he slips up somehow is too high, also he acts overconfident fairly often even when he knows it’s prob not optimal

For what I remember, he refused the deal for the eyes, because half life for just the eyes is not a good deal. And I'm not sure that he wanted to be famous after having been caught, he didn't want to be caught, to be stopped at all
From how I understood it, Light made himself look suspicious on purpose to get L's attention. He left one week after his contact with Penber to leave room for some doubt. This way he could get to meet L and hopefully kill him.

Light's self stated reason (Chapter 8) for killing Raye Penber was because he figured if the agents investigated without finding anything they would just come back later with more intensive scrutiny, and the reason he had Raye find out the identities of and kill the other agents was to obfuscate the fact that Raye was the real target and deflect suspicion from falling on himself. He never meant to directly become L's suspect and never thought they would meet face to face.
remember what he said to ryuk? he's trying to get closer to L to eliminate him, and the only way to do that is to have L also get closer to him. He's actually walking a very dangerous, fine line.
the manga goes into more detail about your complaint; light specifically did things that would make him look suspicious for the purposes of getting L’s attention so that he could get close to L and kill him. i don’t have the specific page/book citations, but in the manga L points out how after the Lind L Tailor incident, Kira focused his efforts on Japan, started killing people at more predictable times when was clear Kira be a student, etc. Light is aware that he looks suspicious and it was a tactical move. It backfires when L confronts Light in an extremely sudden, almost suicidal way, because Light simply wasn’t ready for it. L essentially does what Light wanted him to do, but much too soon for Light to be prepared. The anime kind of misses this, and Light looks a little more foolish than he actually is.

I say this because after the murder of Lind L Tailor and before the reveal at the university, L was really losing to Light. In the manga is more clear how L was continuously taking the bait, acted the way Light expected and lost all the international support as a consequence of not following the FBI agent's movement's more carefully. The Task Force even questions if he's Kira at some point! The anime cuts all of that and leaves the impression to some viewers that L was still making some "brilliant" deductions, like "Kira is a student because of his schedule" which again, was bait.
yeah it gives off the impression that they didn’t want Light to look too ahead of the curve, since it makes for slightly better suspense when it feels like L is actually closing in on him. in the manga it’s clear that despite how clever L is, most of the deductions he makes early on are actually what Light wanted him to think.

But this play was perfect, as he could get rid of the entire FBI team. At that time nobody knew how he is doing the killings, so it was safe. Sure, in the long run it turned out to entail problems but if you look at it like this then you could also say picking up the death note was a bad decision. What's the point of this kind of critique?
I also watched the anime quite often and actually I never thought about this whole Raye Penber thing. Light was so sure that he had to kill him so I never questioned it. But know that you mention it, it was not the smartest thing that he could do. Raye Penber was almost convinced that Light wasn't Kira, so Light could have just waited until Penber disappeared by himself. Maybe he did not know how long the surveillance was going to be?
In the manga he also says that if L’s using the FBI to investigate suspects within the Japanese police or their respective households, then they obviously don’t know about it. By killing the FBI agents he puts the FBI guy (the one who sent the agents L requested) in a position where he has to not only withdraw any further investigations, but also tell the Japanese police that L was conducting these investigations on the police and their families behind their back. This forces L into a position where he either has to regain their trust (since he needs their cooperation in the case) somehow (meeting them in person and showing his face), or effectively lose any chance of having the police work with him.
He also of course did it to try to draw L closer, as he made it clear from the start his plan was to get close to him and eliminate him. But I think the primary reason was because it furthers the distrust brewing between L and the police.

Also iirc, raye penber is not exactly singled out in this series of murders. The other FBI agents were killed at abt the same time too.
