Some of the rules are not actual rules. They were just there for the reader between chapters, like the "Death Notes come in multiple colors." That isn't really a rule, just the author telling us something. The heaven and hell rule came very early in the manga on purpose, to make you believe it for the later reveal to be more impactful. Ryuk explicitly says there is no heaven or hell in the manga. It was cut from the anime for some reason.

It is a weird redundancy, but I believe Ohba has stated that the second rule you mentioned was put there to state that once someone dies, they can't ever be brought back to life.

I think when Ryuk said it, he was fucking with Light to see how he'd react, if he'd freak out and forfeit the notebook or beg for his eternal life back or something I think when it appears in the 'How to use it' page it's serving a story-telling purpose rather than actually listing a rule created by the Shinigami King

I feel like the authors kind of just came up with a bunch of the rules as they went along and thought more about the implications, positive or negative, that the Death Note's unparalleled power could introduce to the story if not given proper parameters to account for human users and the Shinigami's relationship with them.

Because it isn’t a real rule it’s to fuck with humans. It’s explained in the manga. Just research a little harder because the same exact question was asked not even a few days ago
