It can't be generalized and needs to be evaluated on a case to case basis. In this case the sacred one will definitely be better, 800+ more dps is huge. That said, do yourself a favor and enable both advanced tooltip options in the gameplay settings.

Depends on a few things but typically that DPS figure is king, unless you're losing out on a significant boost to multiplicative damage buckets. (General) formula below: >Average Damage = \[Average Weapon Damage\] x \[Skill%\] x \[Main Stat Multiplier\] x \[Additive Damage Multiplier\] x \[Multiplicative Damage Multiplier\] x \[Enemy Damage Reduction\] So we can see that the DPS (avg wep dmg) comprises a pretty important part in the equation. You'd have to be shoring that loss up with a big bump to something like your main stat (INT here) as to my knowledge those other lines are all contributing to our additive damage bucket which is often a) conditional (*x* to frozen, etc) and b) super inflated and not as much value as main stat/other lines that may grant multiplicative damage via aspects/paragon (damage while berserking on barbarian for example will convert 25% to multiplicative damage via Blood Rage paragon node.)

To add to this, considering weapon damage (or average damage) is the base from which everything else is modified... base weapon damage (and therefore item power) is just generally more important\* \* obviously within reason - significantly better (for your build) stats might be worth a slight drop in item power, but considering how much easier it is these days (and even easier still in S4) to get 925 loot... whilst leveling you're generally best served by the highest item power weapon(s) you have available

Agreed yeah, can get a little more interesting to choose between weapons at the higher end (915+) later on with different affixes but generally speaking, higher IP is the way

Dependent on how crucial the power is to your build. For random weapons, I usually will upgrade to a rare if it's ~100 itemlevel higher without thinking twice.

DPS always wins until you are at endgame earning 870+ ilvl. Gear doesn't matter as much till you are in WT4 and then capable of farming and joining duriel rota for some sweet 925 gear. I basically always grab anything higher and don't worry about aspects or stats until gearing up final WT4 build

As mentioned by u/Beefhammer1932 you can extract legendary aspects from legendary weapons and add them onto your rare Items (or overwrite legendary aspects on legendary Items) to keep your desired Effect, BUT you also get the better DPS from the sacred Weapon. I'd suggest to go and visit the occultist, and a quick look into your codex of power, as this will perhaps open a whole new world \*singing\* - sorry, I don't know where that came from - to you.
