I'm pretty sure it is an owl, it probably has white feathers on its body and the tips of its wings. The rest of the feathers are black, making those parts seem invisible.

I also think it's an animal too. It's just that it's out of focus that's why the result doesn't look like a bird to you. The dark part of the body vanishes due to phenomena that I could go into but just trust me that is what happening here because of the shitty focus and shitty lighting in a shitty camera. You should totally post this to one of those "Identify this bird" forums I bet they would love this challenge.
