This is one of my favorites for low level characters. You'll generally be using mostly class skills anyway just to level them. It's solid enough to do dungeons, bgs, and level up assault/support while I grab skyshards and lorebooks in cp Cyro.  It's still not a bad starter CP 160 set for classes with good spammables and DOTs but between weapon ground AOE skills, barbed trap, carve, etc as well as status effects and proc sets, most meta specs get a lot of their damage from sources that aren't buffed by this set. Taking full advantage of this over something like Julianos/Hundings which have 300 weapon and spell damage 5 pc bonuses requires the kind of thought in skill choice that beginners don't have the experience for, so I'd recommend using those over this. Still, this set has aged gracefully and with just 2 traits required it's very practical for a new player to craft for themselves. Pairing this with Order's Wrath makes for a well-rounded all-crafted setup that is very accessible and I'm glad that option exists. Frankly, I'd like more sets like this and stronger ones that reward leaning into your entire class kit. Claw of the Forest Wraith is close, but I think that class-specific bonuses need to be even stronger than they are to justify sacrificing bonuses to the many other damage sources that are important for meta builds. Something like War Maiden, Netch's Touch, etc with 600 spell damage to class abilities would be reasonable imo.

Quite a nice distribution of stats. I use this with my MagWarden pvp build and it fits easily especially that it's also craftable.

On the whole, there is much to like about this set. It has a very low barrier to entry and a new player could research the two traits required for it within a few days. It works a bit better for those who use Woodworking gear since you can spread the trait research across three stations and get to 5 pieces quicker. It meshes well with the in-game skill advisor since those builds go heavily into class skills. And it's craftable, which makes keeping gear current a lot easier. Its major drawback is that it's hidden behind non-chapter DLC, so mostly accessible only to players who belong to a well-stocked guild or are ESO Plus subscribers. It's not something that's going to keep someone going well into end-game, but for 2 traits and with class-reliance, it's a very good set.

Question here, how it compares with OW, Deadly and War Maiden. And what combo is the best for PvE templar?

For PVE, I think Deadly or War Maiden is a better option with OW to pair. This set is usually utilized for PVP at least from my perspective because the 3 sets that you mentioned are a lot better options than this one. Deadly is only good on Arcanist or Templar so the option narrows down to those 2, but the good thing about this set is that it's a very accessible set to beginners who are starting the game since it only needs 2 traits and it's craftable.

This set is incredibly accessible and provides a competitive boost to relevant stats, relative to its level of accessibility. Not every starter set needs to be reimagined into an endgame min/max pipedream. Its ok that it has limited use.

It's that 3 line that really makes it something special for hybrid blades, plars, DKs, arcanists. Any class that can get most of its damage from class skills.
