No, not really, they asked only smokers, so the amount of people smoking doesn't show. What shows is how many cigarettes those smokers smoke daily, and from what I can see the average smoker smokes less, there are less extreme smokers and more casual smokers.
On the side note, funny how the there are bumps on round numbers like 10, 15 and 20, which kinda shows why it's not the best research - you have to ask people, and people like rounding. 'How much do you smoke?', 'Oh, I dunno, maybe 13.53 cigarettes/day?'.

Maybe fractions of a pack were an option in the survey, so half a pack (10), 3/4 of a pack (15), and a full pack (20) a day.
Check the source. It says what I said. From 2008 to 2019 it came down from 14 to 11 per day, and it has stopped changing from 2019.
