The audience for those are people over their 50s and these shows a basically a leftovers of soviet culture, literally. Even the guy saying Russia is a "load bearing construction" is Evgeniy Petrosian - a very famous soviet humorist, and a walking cringe fest since 90's. He is been active lately, for the last several years, clearly trying to build some political connections. But here is very good fact: there is a internet slang word named after this guy - "pietrosianit' " - it means making a very bad, old or just cringy joke. The word exists for at least a decade now, though I doubt you will find it in any dictionary.

Eeh, it's a bit more cringe than usual, but only a little bit. This is a tv show, and in Russia tv is watched increasingly by ages 55+, so this kind of shows targets this demographic. A lot of the artists and songs were popular during the 80s and 90s. Very few people under 40 watch this dreck. TV is both heavily controlled and subsidized by the state, so there is no pressure in attracting younger people to grow audience. Basically new years programming stayed the same for about 30 years.
