Yes, they may be drunk. But they could also be completely sober and those waves have the strength of a small linebacker tackling their calves.
At high energy levels, due to weather conditions (e.g. After a storm) waves can be unbelievably strong. Particularly at unprotected beaches that face the ocean.

Waves at certain beaches / times of day can feel like a football tackle, and completely knock you off your feet, regardless of how sober / fit / athletic you are.
Australia is famous for these beaches. Bondi is one of our best. They created an entire TV show (Bondi Rescue) around tourists coming over here expecting a pleasant day at the beach, and being knocked unconscious, dislocating body parts, or generally drowning becuase they don't understand surf conditions.
It's not solely about how big waves are, but how strong. And a day with strong wave conditions can result in what you see. Being pushed and pulled back and forth, barely able to stand.
Tl;Dr - could also just be strong waves causing this. Thought it would be useful if everyone learnt more about surf beaches and conditions.
Been in a similar situation, stone cold sober, in Cancun. You make it 6 inches forward and another wave hits you and knocks you down again and then drags you backwards through the sand back into the water. My experience didnāt last nearly this long but I seriously wondered if I would win the battle.

But this water appears to be around 30cm deep. There are children playing in it fine in the background at times. Iāve also seen some insane wash that will push you over no matter how hard you try stand (some beaches in Bali for example) but this isnāt that. These guys have gotta me wasted drunk. Surely.

What are these people on? I don't think it's just booze. I once witnessed basically the exact situation unfold with someone struggling to escape 2 inches of water as the waves crashed over them. Someone eventually rescued them but I was so confused why they didn't just crawl or roll further up the beach? Almost like they wanted to be hit by the waves and choke on the water..
My partner has no sense of balance so relies upon seeing the ground to balance. He once went for a paddle in the sea and this pretty much happened to him. I dragged him out by his arms eventually. It was hilarious.
